OK, slight case of Pronoun Trouble here.

What I meant was: Each player writes down what he will be doing with
his force. Each player then hands his written orders to the other
player, closed up so that what has been written is not immediately
visible. Both players then open the orders at the same time, and lay
them on the table. In this way, it is difficult (if not impossible)
for a player to "crawfish" on what he's written.
